Activities
The Laboratory for Electrical Power carries out the tasks related to:
- Realization, conservation, maintenance and improvement of the national standard for electrical power in Montenegro;
- Providing metrological traceability in the field of electrical power in Montenegro by transferring the unit of electrical power from the national measurement standard to secondary and working standards;
- Development of measurement methods for transferring the unit of electrical power;
- Defining the prescribed technical and metrological requirements for determining the type of a measuring instrument used for measuring electrical power;
- Participation in inter-laboratory comparisons;
- Verification of measuring devices used for measuring electrical power.
National measurement standard
National measurement standard is a standard device used for testing electricity meters from manufacturer MTE, type PTS 400.3. Accuracy class of the device is 0,02, and it is used for measuring active, reactive and apparent power measurement in three-wire or four-wire circuit with an integrated measurement error. The Laboratory for Electrical Power is capable of simultaneously testing three electricity meters of accuracy classes 0,2S; 0,5S; 1 and 2 for active electrical power and accuracy classes 2 and 3 for reactive electrical power. Portable reference standard PRS 400,3 has the following functions integrated:
- Simultaneous testing of up to three measuring instruments or testing of a multi-functional measuring instrument;
- Internal memory for measured results;
- Vector diagram;
- Measurement of active, reactive and apparent energy in a three- and four-wire circuit with integrated error measurement;
- Voltage measurement as well as current measurement, directly or through a current transformer;
- Measurement of active, reactive and apparent power;
- Phase angle, power factor and frequency measurement.
Verification of Measuring Instruments
The Laboratory for Electrical Power carries out examination of electricity meters in order to determine compliance with the prescribed metrological requirements with the aim of verifying the following electricity meters:
- electricity meters of accuracy classes 0,2S; 0,5S; 1 and 2 for active electrical power;
- electricity meters of accuracy classes 2 and 3 for reactive electrical power.
Type approval of measuring instruments
In order to assess conformity with the prescribed technical and metrological requirements and determine the type of a measuring instrument, the Laboratory for Electrical Power carries out type examination of electricity meters pursuant to the Decree on legal measuring instruments that are subject to mandatory verification or type approval (Official Gazette of Montenegro 81/09).
Traceability scheme
Laboratory for Electrical Power is responsible for ensuring metrological traceability in the field of electrical power measurement in Montenegro, i.e. the transfer of units of measurement of electrical power to end users. The Laboratory for Electrical Power achieves traceability by means of the standard device used for testing electricity meters, the calibration of which is conducted in the laboratories of National Metrology Institutes (NMI) or EURAMET Designated Institutes (DI) which have published their CMC(s) in the BIPM key comparison database (BIPM KCDB) or are accredited by an accreditation body signatory to EA MLA agreement.
